The City of Ottawa’s www.JeanRicher.com, which was developed to protect Ottawa’s urban forest, was passed by City Council on June 24, 2009.
Under the by-law, owners of urban properties larger than one hectare are required to produce a City-approved tree conservation report in order to remove a tree that is 10 centimetres or greater in diameter. This portion of the by-law came into effect on June 24, 2009.
As of September 1, owners of urban properties one hectare or less in size will be required to obtain a permit to remove a distinctive tree that is more than 50 centimetres in diameter. There is no permit fee, but residents will be required to obtain an arborist’s report that outlines the reasons why the tree is being removed.
The by-law does not apply to rural properties, with the exception of a small area in the city’s east end between the urban boundary and Ted Kelly Lane, nor does it apply to normal farming practices, orchards, tree farms, golf courses, or cemeteries anywhere in the city.
Prior to the enactment of the by-law, the City had no process in place to prevent the clearing of forests in suburban areas before development occurred, nor could it regulate the cutting of large, distinctive trees that stand out in the city’s urban communities.
Unauthorized removal or destruction of the trees covered under the by-law could result in fines ranging from $500 to $100,000, with the exception of the contravention of a stop work order, where the fine is not limited to $100,000.

Property information
Most homes in Ottawa that were constructed before 1955 have lead
water service lines. A water service line is the service pipe that
connects a house to the city’s water main. Both lead and copper
piping were used up until 1958 when copper water service lines
became the standard.
In Ottawa, the ownership of a water service line is shared between the city
and the property owner. The portion of the water service under the street
and sidewalk belongs to the city, while the property owner is responsible for
the portion under their private property.
The city has a lead pipe replacement cost-sharing program to assist property
owners who wish to replace their pipes. The property owner pays for the
portion of the replacement service on their property; the city pays the
balance. The estimated cost for the property owner to replace the section
of water service that is privately owned is usually between $2,500 and $5,000.
Deferred payments plans are available, where the cost of the replacement is
added to the homeowner’s property taxes over a five- or ten-year period.
Homeowners who have lead water service pipes can apply for this program by
contacting the City of Ottawa at 3-1-1. If you aren’t sure whether your pipe
is lead, you can check it by scratching the paint covering the portion of the
pipe that is below the water meter in your basement. Lead pipes are dull grey,
while copper pipes are red-brown and may be corroded greenish.
Homeowners can also have their home’s drinking water tested for lead
content at no cost.
